From a technology perspective, how different are the WiMAX and the LTE specifications? More important, what multimode technologies are beginning to surface that make a standards-oriented battle for market supremacy pointless in the long run?

Regarding the PAPR issue. It can be a standards issue or implementation issue. For LTE as well as many other standards, some PAPR reduction schemes are standardized. Besides these, there are also many ways to minimize PAPR without seeking help from standardization.
