IBM Corp. has struck its second major chip deal in China, leaving questions on if the company is handing over technology to that nation without thinking about the possible consequences.

This is a classical problem with the western capitalist system. It is not IBM that is turning over the key IC technology. It is the CEO of IBM or whoever in upper management who benefits from the ensuing bonus. If the CEO considers the long term consequences of this action, he may miss out on the bonus which can meet his lifetime needs for who knows what can happen in the next few years. He may be replced or some new technology may come up or a competitor may sell his technology.

not bad news, Chinese has money now and ibm requires more money to go through the crisis and develope more advantage tech for their competition in new turn. both sides are winner. but If I have money I will develope them by myself power. in order that so many Chinese talents can play their action in economic construction...

Unlikely that SMIC will do anything significant at the 45nm node -- they only just got their 0.18u Flash process working properly after years and years of screw-ups. Unless SMIC fixes their systemic management issues, the other fabs don't have to fear competition from SMIC at 45nm, even with help from IBM...

IBM is just transfering the fabrication process BUT Analog fabrication unlike Digital process is not something that can be simply switched from one process to another without some redesign.
