I really do agree that we should really move up the value chain.  I also believe that we are not in short of talen to do so.  However i believe that we are lacking the training and the government support to attract such from foreign investors.

I am from China, China is in low level of the value chain, we are almost manufacturers, have to develop our design and marketing.I think Philippines can develop a lot of design houses.
