why are they always so many capacitors in a circuit and how do i know when and where i need one.am sort of a newbee at electronics

Well, capacitors are used to store charge and can release it instantaneously for high-speed use such as in camera flash. They can also get rid of ripples and block DC voltage that may damage the circuit or device.
